abstract = "This paper describes the Brazilian Environmental Data Collection
System status and future planning actions to improve and to
guarantee the system continuity. This system started its operation
in 1993 with the successful launch of the first Brazilian
satellite, SCD-1. The system concept is based on in situ land or
sea data acquisitions by automatic platforms that collect the
environmental data and transmit them to the satellite. The
satellite acts as a mirror, retransmitting the received messages
to a ground receiving station. The messages received at a station
are sent to the Data Collection Mission Center for further
processing, data store and dissemination to the users. Today more
than 800 platforms are installed in the system and whose data are
being used by 100 organizations. This paper also presents results
and discussions over the system use, the main applications as well
as the efforts being done to increase system performance and
system continuity. The experience of system operation shows that
major difficulties are related to the platform maintenance in the
field, increasing number of new applications with demanding
characteristics and difficulties to finance the development and
launch data collection oriented satellites as SCD-1 and SCD-2,
although all CBERS satellite series and all scientific satellites
should carry on board a data collection transponder payload. The
efforts in international cooperation with similar system are also
presented and discussed.",
